Tribal Open Meeting Summary 8/7/2015 held at the Tribal Office in Aynor, SC

  1. CM’s Homer, John, Rick, Robert, and aCoC Dalton present. 2nd Chief Cheryl served as proxy for CM Susan

    1. General Fund: $7239.50

  4. Old Business

    1. Resolution JR-HH-06-01-2015-001: Awarding of Tribal Membership: 3rd Reading

      1. Cheryl motioned; Robert seconded to accept

    1. SCIAC would like to borrow 15 chairs

      1. Cheryl: when will they be returned?

        1. Dalton: not sure

      2. Rick: how many white ones do we have?

      3. Cheryl: need a timeline to avoid them being claimed

        1. Rick: also have Pauwau in Nov.

      4. Dalton: put them on loan until Nov?

        1. Cheryl: it should give them time to get their own

        2. John motioned; Cheryl seconded

        3. Rick: would rather it be cloth ones; plastic is easier for us to move around

          1. John: 15 folding chairs

          2. Are we going to have them sign for the chairs?

      1. Arts & Crafts: Cheryl

      3. Buildings & Grounds: John

        1. RV walkthrough: every spigot & electric outlet works

        2. Extending water line back, need hydrants, spickets, trencher, cost approx. $390

        3. Bought weed chemicals for around the pond for 3 years ($262.50) and recirculating pump ($40.03)

        4. Fire ant treatment- Mark has the sprayer; we do the labor

        5. Cemetery fund: $400.13

        6. July cemetery work days 7/17-18- thanks to Jernigans, Glen & Wayne T, Chief Hatcher, and 2nd Chief Cheryl

        2. Meetings are the day before each open meeting at 6:30pm at the tribal office

        3. Article X ballots in the newsletter; need 104 back

          1. Elder Doug: they aren’t secret ballots

          2. Dalton: they can be folded so that the label part can be cut away from the ballot

          3. Michelle: the only person who will see the label is the person checking the mail; the people who check the mail aren’t the Elders

      2. 3 applications for promoter for WIP Bingo- need a decision ASAP

        1. John: how can Susan be the promoter at both if at a site 90% of time?

          1. Dalton: believe you can promote up to 3; it’s like  general manager position- you can have assistants

      3. Reminder to Elders & Council: ballots are out; count after 9/1

      4. John: interview date for promoter?

        1. Dalton: Tues? have them all here on the same day

        2. Rick: are we going to do more than one?

        3. Jeania: having surgery Mon

        4. John- Friday night 6:30

        5. Rick: we don’t know how much we’re going to pay them or anything. I’d be skeptical to apply to a place that can’t tell me about their business

          1. Michelle: Chief Hatcher proposed $500-600/ week

          2. Dalton: need to discuss it with him by email since he knows more about it

      5. Procedures for signing the tribal roll book while living out-of-state (across country)

        1. Form letter stating they signed TRB in absentia

          1. Give a deadline to send it back

          2. Mark: letting them sign in absentia defeats the purpose of getting more people involved

          3. John: can we get a statement from the member explaining why they can’t come sign the roll book?
